On pc start-up,tap the F8 key,select normal safe-mode,in Win,open user account(s) delete/change password.
Also,most pcs have a reinstall/recovery partition on the HD.This lets you run a repair with Sfc /Scannow in cmd
& most lets you reinstall the OS.Reinstall is thru pc start-up menu options,dell uses F12 key,read the owners
manual for the pc,get that from pc mfg web.

Thank you for responding so fast. Unfortunately you're suggestions didn't help me. Trying to delete or change the admin accounts passwords is an instant dead end. They linked the account to their microsoft account. I then tried using the recovery management tool that came with the HP laptop, but alas, that doesn't get very far either. lastly, I tried the sfc/ScanNow in the command prompt, while loaded up in safe mode, and it said that I lack the administrator privileges. Again, thanks for helping so fast, I do appreciate it.

Go to a working computer, download, create a bootable copy, then perform a direct clean install.

Just make sure you reinstall the edition that originally came with the machine. You can also perform a custom install which will archive the current install. This can be an important asset if you need to reinstall drivers:
One thing you could try is performing a reset from the recovery environment to see it works:
Power on and off your computer three times
On the third time, your computer will boot into the Advanced Recovery environment
Click Advanced Options
Run Msi As Administrator Windows 10
Click Troubleshoot
Click Reset this PC then follow the on screen instructions
If you encounter a prompt to enter a password, then you will need to use the first option of building reinstall media.

First, thank you for the help.
I first tried to reset my computer with the Advanced Recovery environment by powering the machine on and off 3 times. Unfortunately that didn't work. Looks like I am going to have to create a recovery disc. Question before I go that route. Is there any other way? Getting access to another computer to create the ISO is not an option at this time. Just curious. Again, thank you for the advice and I will work diligently on my end to find a way to make that ISO recovery disc.

You could try starting in Safe Mode from the Recovery environment, then start reset from there. If it doesn't work, then creating reinstall media is your best option.
Windows 10 Install Without Admin Rights
Click Advanced Options
Click Troubleshoot
Click Advanced Options
Click Startup settings
Click Restart
Press the number 4 on your keyboard
Once in Safe Mode, try initiating Reset from there:
