I've got this issue since installing MS Office 365 trial version and I have tried to reinstall/remove MS Office 365 without success no matter what I am trying to do install/uninstall/remove.
I thought maybe to try to make a clean Windows 10 installation but I am a bit sceptical however to do it or not.
Do you have any suggestion on this?

Hi, I had this same issue. I found out my problem came from a buggy Office 365 installation. I fixed my issue by Opening the Task Manager and killing the Windows installers. A dialogue came up stating that the Office 365 installation, which I didn't know, nor were there signs, that it was active, can not continue. I clicked ignore. I was then allowed to install other updates.

I have the same problem. I upgraded from Windows 8.1 to Windows 10 two weeks back. I can't install anything (including automatic upgrades to existing software) on my laptop. Although this problem did not exist until 5 days ago, when I tried to install the disk management software that came with my Seagate external drive.
I tried the steps given in your earlier solution but that doesn't work either.
Please suggest.
Update: I forgot to add. I can't modify any services, as Bouke285 did, despite the fact that I am logged in as administrator. When I click on any of the services, the buttons appear grayed out (locked) when I should have been able to change it. Does this mean my user account could be corrupted?

The Seagate software installer started 32-bit and 64-bit Windows Installer processes. I killed those tasks and installations are running fine.

I just made a clean windows 10 installation instead of trying to find the problem since I was not satisfied with the upgrade and I am really glad that I did right decision.
My Windows 10 installation works now like a charm.

I have the same problem when trying to upload Adobe Acrobat Reader, my virus protection software, and even fitbit. The message is:
'Error 1500: Another Installation is in Progress you must complete the installation before continuing this one'
The article above (https://support.microsoft.com/kb/929135) cited does not mention Windows 10. Can I use the steps outlined in the article for Windows 10?
For those who have used the Task Manager, how do you identify installation files? (I am a novice at this, but willing to try!)

I have the same problem with my windows 10, I think there is a bug that needs to be fixed with windows 10. It happened to me twice, both times I had to reformat my computer to resolve the problem and I've only had this computer (HP Specter) for 2 months.
